Introduction

This document is the result of conversations at the NoBorder camp in Strasbourg, where it emerged that many people desired an emphasis on strategies during the PGA conference. This was seen as involving thought about ways to (1) continue confronting power and face the current wave of repression, (2) relate the opposition against power structures with proactive efforts to create alternatives, and (3) strengthen and widen our networks. This document is aimed at kick-starting debates on analysis and action proposals around these three key dimensions - as part of an on-going discussion, rather than an attempt to reach consensus.

This paper presents some analysis and questions for the debate - but we stress that it only reflects the ideas and opinions of the people who wrote it or criticised it (people from different countries who found time for this discussion in Strasbourg or later through email lists). It has no intention to be comprehensive, objective or representative; in fact, we hope that it is just the opposite, in order to encourage other people to develop their own analyses and suggestions and to share and debate their ideas with others. If possible, we ask people to do this in writing before the conference, in order to give local groups the opportunity to consider diverse points of view in their preparatory debates. This paper was mainly prepared as input for the specific discussions on strategies and tactics. However, we also invite you to consider its content as it relates to discussions in other thematic workshops during the conference.

We invite everyone to distribute and discuss this document outside of the 'usual' networks and communication channels. We should try to reach out particularly to sectors which are negatively affected by unequal relations of power, but are not very much involved in our networks (such as women's groups and self-organised refugees and migrants, sex workers, homeless people, etc). We also invite people to translate the document into as many languages as possible, especially non-Western European ones, and post them in the forum.

Während des internationalen Grenzcamps (No-Border-Camp) vom 18.-28. Juli2002 in Straßburg wurden Dutzende Personen verhaftet. Angeklagt wurden sieben Leute, sechs davon haben Gerichtstermine zwischen dem 22. und 28.Februar 2003.
Ahmed wurde bereits - ungerechtfertigterweise - verurteilt, zu acht Monaten Gefängnis, davon drei ohne Bewährung. Von seiner Einlieferung im Gefängnis von Elsau an wurde er 38 Tage lang in Einzelhaft gehalten. Fast anderthalb Monate lang wurde ihm jedes Besuchsrecht verweigert. Jetzt darfer seine Familie sehen, aber nicht seine Freundin.
Seine Berufungsverhandlung fand am 8. Oktober in Colmar statt. Trotz der Widersprüche der Anklage und trotz entlastender Zeugenaussagen wurde seine Strafe bestätigt, so daß er den falschen Schuldspruch nicht mehr anfechten kann. Ahmed wird am Dienstag morgen (15. Oktober) aus dem Gefängnisentlassen. Auch wenn ihm nun die Untersuchungshaft auf die Strafeangerechnet wurde, hat Ahmed für die repressive Politik des Staates teuerbezahlt.

Eighty No Border activists, three dogs, 150 police and CRS riot police, and a guest star, José Bové. This was yesterday morning inside and outside the appeals court of Colmar where there was the trial of Ahmed Meguini. The crowd was well behaved, and wearing the colorful costumes of the extreme left..

Ahmed, co-founder of Spontaneous Movement, which was created after the primary elections in France, participant in the No Border Camp, was arrested on July 24 2002 during a demonstration in support of the sans-papiers, for the closing of detention centers, and for freedom of movement and residence.

He is currently incarcerated, condemned August 21 2002 to 8 months in prison, with a parole hearing after three, and 700 Euros in fines, despite multiple inconsistencies and procedural errors.

Ahmed Meguini, der seit dem 26. Juli 2002 im Untersuchungsgefängnis von Straßburg-Elsau sitzt, erschien heute vor dem Berufungsgericht von Colmar, um zum dritten Mal seine Freilassung zu fordern, was abermals abgelehnt wurde, obwohl der Beschuldigte alle nötigen Garantien für sein Wiedererscheinen vorlegte.

Seine elf FreundInnen, die gekommen waren, um ihn zu unterstützen, wurden von einer übermäßigen Polizeipräsenz rund um das Gerichtsgebäude empfangen (15 Polizeibusse) und mußten ihre Papiere am Eingang hinterlegen. Selbst Ahmeds Mutter mußte sich dieser Maßnahme unterziehen.

Bis jetzt ist alles gut gegangen… Diese Broschüre enthält alles was du wissen musst um diese zehn Tage voller kollektivem Leben und Aktionen positiv zu erleben. Sie soll auch ermöglichen, dass du möglichst gut von den innerhalb und ausserhalb des Camps angebotenen Möglichkeiten profitieren könnt. Wir empfehlen, dieses Heft möglichst aufmerksam zu lesen.

Monday, August 26 in Strasbourg, the 17 activists who had occupied an office of the ministry of justice on Friday the 23 were brought before the correctional tribunal for immediate trial, after a prolonged period in the poiice station and being placed in detention at the Strasbourg jail. The number of defendants being too large for the ordinary courtroom to be used, the hearing was held in the room of the higher court. As with every trial concerning Noborder activists or their support committee, the entry to the courtroom was partially blocked, turning the hearing into a closed audience by default if not by law.

Das Straßburger Tribunal Correctionnel hat am Mittwoch Ahmed Meguini, Gründer des Mouvement spontané du Peuple, wegen Randalierens und Gewalt gegen einen Polizisten bei einer Demonstration für Bewegungsfreiheit und die Rechte von Ausländern in Straßburg zu acht Monaten Gefängnis verurteilt, davon drei ohne Bewährung. Diese Taten bestreitet der Verurteilte, der einen Monat U-Haft bis zum Urteil am 21. August in Isolation verbracht hat, weil Hauptverhandlungshaft ausgesprochen wurde.
A. Meguini, 25, ist einer der Gründer des "Mouvement spontané pour le Peuple", das nach der 1. Runde der [französischen] Präsidentschaftswahlen als Reaktion auf den Aufstieg des Front National gegründet wurde. Es kämpft im Rahmen des erwachten gesellschaftlichen Bewußtseins vieler junger Franzosen nach dem 21. April gegen die Globalisierung und für die Gleichberechtigung.

Wir besetzen gerade (23.8., 17h) das Nebengebäude des Justizministeriums in der 8 rue Gustave Adolphe Hirn, Straßburg, um zu fordern, daß die inakzeptable Behandlung von Ahmed aufhört, der seit fast einem Monat in Isolation und ohne Besuchserlaubnis eingesperrt ist. Wir verlangen, daß er sofort eine Besuchserlaubnis bekommt und daß uns zugesichert wird, daß er aus der Isohaft herauskommt.

Ahmed, Aktivist des Mouvement Spontané (entstanden in Paris nach dem ersten Durchgang der französischen Präsidentschaftswahl) und Teilnehmer des Grenzcamps Ende Juli in Straßburg, wurde am 24. Juli gezielt aus einer Demonstration für Bewegungs- und Niederlassungsfreiheit und für die Schließung aler Abschiebegefängnisse heraus verhaftet. Nachdem Justiz und Polizei gemeinsam ihre Entschlossenheit gezeigt haben, ihn in Haft zu halten und eine ordentliche Vorbereitung seiner Verteidigung zu behindern (Schnellverfahren, Untersuchungshaft, Isolation, Besuchsverbot, Haftprüfungstermin ohne Anwalt...), fand heute in Straßburg sein Prozeß statt.
